Attrition:
I always felt, that just too many people died because of attrition (Your soldiers go down like files). One for the cases was if you attacked any European country your soldiers were dying just because of standing on enemy territory, without any real reason. I would understand it if it was because of the terrain, but common its Europe.

Attrition should appear when the following is true:
-Minimal base attrition on enemy territory (0,1% maybe to represent insurgency and accidents).
-If the enemy has the artillery attachment, the enemy units on the bordering provinces should have increased attrition to simulate shelling.
-Diseases should appear randomly and spread trough land armies increasing the attrition.
-Encriclement should increase attrition (In the current games it pretty much doesn't matter if you are encircled or not, except for some negative combat modifiers in case you cant retreat anywhere).
-Difficult terrain (Desert, jungle, mountains).

Moveing pops:
I know many examples out of history in the 19th century where nations "encouraged" certain population groups to move from one area to another. One example were the Russians which were settling Ukrainians and white Russians in Besarabia, while they did encourage the Besarabians to move to Siberia. This should definitely included in the game, where you have to pay some cash in order to promote moving (So you could be involved only indirectly) of pops (There are a lot of examples in case you want additional proof). Certain ideologies should give more freedom on this topic (Give you the possibility to invest more cash in promoting resettling) (Liberal less, Conservative more and communist ideologies should basically have the possibility to move pops around as they wished with minimal investments).
