On the naval side of things I would like to first see a better way of handling transports. The current way is not correct in RL. So what I would do is follow my lead on my HOI mod I am working on and have 3 or so types of transports. The first would be convoy transports that would go automatically in the transport pool. The next would be LSTs that can do amphibous assualts and move troops. The final type would be a FAST Troop ship. This would not be able to do amphibous assualts. BTW a code in the ship file would be something like Amphibous = yes/no. That would solve that issue. The next is to have multiple size gun barrels to signify the actual ships in RL for Battleships and cruisers. This is a major issue for me.

On overall movement I think the game should have railroads with NO redeployment box and be used only for upgrading a unit and when it is upgraded it should be sent back to the same territory it came from unless that territory got ran over then it should be ELIMINATED. Railroads should be seperate item you can upgrade in a territory similar to infrastructure. Maybe even eliminate infrastructure and have Railroads and Highways as two choices for upgrading infrastructure of a territory. BTW having factories in the game would be best if you had at least 3 types and probally several levels of those factories. The types would be Aircraft, Land, and Shipyard. For aircraft you should have at least two levels, one being fighters, and the next one up being bombers. For Land I would suggest Small Arms, then Artillery, and finally Tank. For shipyards probally small, medium and large. The smalls being for destroyers and subs, the mediums for cruisers, and light carriers and the larges being for battleships and fleet carriers.
