Eh, I have some tiny suggestions.

1. The HRE (when it is formed), should have the Empire government form, instead of the government form of the nation that created it.

2. When someone is the Emperor of the HRE, lets say the duke of Austria, then his title should be Emperor instead of Archduke/Duke.

3. When the Pope does the Kingdom of God decision, it should at the very least, even if it isnt a tag change, change the countries name to Kingdom of God.

4. When the Kingdom of God decision is done, the Papal State should still be able to call Crusades. Considering that decision removed Europes ability to call for a crusade.

5. A different government form shouldnt stop you from becoming Emperor of the HRE, as long as you vassalized/whatevered enough Electors to vote for you.
