I'm playing as Super Germany in 1909. About 10 years ago, I fought a Great War with Russia and France, and my primary action in the peace treaty was to create the nations of Lithuania and Ukraine, to act as a buffer zone between myself
and Russia. However, I cannot ally with Ukraine as I own a couple of their core provinces. I'm be happy to give up this small piece of land to get them on side, but the game won't let me release the territory, as the nation already exists.
I couldn't release the nation during the war either, as for some reason that's against the rules. Is there any way for me to give Ukraine the land they want?
Secondly, I fought a war against the Swiss in the previous year to humiliate them. Their score is now about 460 while the Netherlands has over 500. The game also says that the Netherlands is ranked 8 and Switzerland is 9. However, the new year has come and the Swiss are still a Great Power. Do I just need to wait a bit longer (i.e. it takes 1 year for them to change around) or is this some sort of bug?
