Some questions and strange behaviors

Hello, a few questions and some strange things I'm encountering:

1. The "Start Colony" event has been active but will not complete for decades, despite completing many colonies. This feels like a bug, and I did find someone else complaining on this, but I'm not sure if it's been addressed. What can I do with this? I'll gladly even "cheat" to fix this bug.

2. I have some IGs who are supposed to be marginalized (less than 4% clout) but they will not become marginalized. This seems related to them being in a political party, but shouldn't they still be marginalized?

3. I can't, for the life of me, get enough oil. I keep struggling with hanging production methods to better ones that consume oil. What's the best way to get oil in the game?

I also noticed most Buy Orders for Oil are from other countries importing it from me (I am the #1 producer), but I can't do anything about that (I have Free Trade, which I think overall is a good thing).
Any tips on that?

You can still embargo others under Free Trade law, but those who imports a lot are usually countries you don't want to mess up with them.

So I usually do Protectionism and give domestic market priority for oil.
