Firstly, why is my Axis allied AI sending 30 divisions into the sea instead of using rail?

Secondly, why does my AI on my fallback line keep 16 divisions in one province in Lithuania, and a thin line in Ukraine?... Isn't it supposed to be more even? (yes, they have had time to organise. They are actually moving more divisions into that corner for some reason).
