I am playing as the Suebi, and I notice I get the event that allows me to increase my Civilization Value quite often, but it only does so on one city (the one that has the lower score, unfortunately), while the one at 30 never climbs at all. Seeing as you need a score of 50 to change government types or colonize nearby regions, is 30 a "hard limit" for tribal governments? Is there any way to switch governments or increase the Civ Value of my capital beyond 30?

From what I know, the "adapt or perish" event, which fires very regularly if you're a low-civ tribe, increases civilization in your capital. It stops firing when your capital reaches 55 civilization, so you can use that event to eventually change government.

In your case, its seems that it's your capital that becomes more and more civilized.

As a tribe, the fastest way to civilize is either force a high civ to pay you tribute, or pay tribute to one yourself. It will skyrocket then. Otherwise, you just have to trade with high civ cities and keep taking adapt or perish, plus you can border a high civ level city as well to increase it.

I've heard of giving/receiving tribute to gain civilization, but never managed to get that. How quickly does civilization rise with tribute?

Ok, thanks, I finally managed to build it up, I can now colonize, except none of the nearby areas will let me because the barbarian presence is too strong, yet the chance of an uprising is very low due to being near my capital, is there any way I can force the issue and just attack the barbarians without waiting for an uprising?

The fact that you have troops in the barbarian province raises the probability that they will uprise a lot, so put the troops in the barbarian province and wait.

I did, the Chance for Horde still says 0% as there are only 2 Barbarians there and my nearby region's Civ Value is negating their chance to rise up. Guess I just have to wait for their Barbarian numbers to build back up?

It's a matter of clipping decimals. If the barbarian power is 1.96, it's shown rounded up to 2 and you can colonize. If it's 2.3, it's still shown (rounded down) as 2, but you can't.

Trade is the other thing that's not been mentioned and imo is the most important. When you look for trade deals try and trade with a province with a high civ value.

I think there should be different rules for tribes to make it easier to colonize provinces with the same culture and religion. Also there should be no stab hit for attacking civilised nations as it is the other way around.

Tribes didn't really colonize so much as invade, displace and take over. Ex: Helvetti vs. Rome where they burned their original homes and migrated.
It's a pity you can't really do that in Rome. Would be nice to give up your lands to make a horde of your own. Then try to conquer a new province to settle into.
