Some Questions about buying this game

me and my friends are awaiting this release and since the Release comes near i have a few questions:

1. What is the difference between the Steam-Shop Version and the Paradox-Shop Version?
2. Will there be a preorder four pack available at steam?

I believe that there is no difference between the Steam-shop version and the Paradox-shop Version,

If I'm right it's running trough steam anyways.

And I'm hoping for a four-pack pre-order so that I can give some friends the game.

What wondered me was the price - i didn't wanted to sound like a jerk that's why i didn't said it . The Steam Version is 2 Euros cheaper than the Paradox Version, therefore i thought there should be a Difference

Also, lets wait if some Dev can tell if a fourpack will come
