So one of the reasons why this is happening, is that we have rules internally on how many territories each province should have. It's not something we have been able to follow everywhere (see the tiny province up in the Caucasus mountains, for example), but we do try to where we can. So if we can easily switch two provinces on a river to split it cleanly, we would try to do that, but if you have a province that is splattered across both sides of a river it is somewhat harder to fix that. There is probably places where we could clean it up a bit more, but that is the main logic taking place here.
