These are:

1. Garrisons have a max speed of 1, what does this translate into? Does every unit with a speed of 1 become static, i.e. only movable through strategic-redeployment? Or is this a unique feature of static (garrison) divisions that is implemented by the engine itself, i.e. cannot be modded?

2. If I were to create a new brigade type, where would I include the
"speed_cap_aa = 7" kind of tags? Where can I add another speed_cap_XX = X so the engine will know what I'm talking about.

3. Is there a file that states what leader types accord what advantages to their troops? I already know what most of these advantages are, however, I'd like to mod some of them.

4. Is there any way for an engineer brigade to give some bonuses against fortified positions? This is with regard to question 3.

Probably the speed they use to load on transports.
