One of the things that I love to do in grand strategy games is to take a small nation, a minor, perhaps a medium sized power, and turn them into invincible war machines of doom. Or perhaps industrial super powers capable of out-producing the rest of the world combined, and has enough resources to pull it off. In HoI 2, however, my ability to do this is limited, I can't take Cuba from a minor and turn them into an Americas dominating super power. Perhaps it is realistic enough that I am not able to do this, but sometimes, I just want to have fun and mess around with the world.

So here is my wishes:

A more flexible AI that is capable of handling A-historical events or outcomes.
To me, this one is important, the current AI, is simply not equipped to handle anything but the historical outcomes that the game presents. Being a game I think this is a pretty serious problem, it is more or less supposed to be ahistorical.

A more flexible game play style option.
I loved the Armageddon scenario for the simple reason that it allowed for a very flexible game play style. I could take any of the nations and turn them into whatever I wanted. I loved it and I would like to see a HoI game play mode with flexible tech teams, admirals, generals, ministers and so forth that change over time. In addition to this, form of nationalizing provinces would be appreciated, so that the Central American Empire becomes possible.

An SDK in the way Civilization 4 did it.
It would be great to have the kind of modding freedom that Civilization 4 allows in HoI. Everything from a Discworld mod, to just about anything can become possible (as evidenced by the extraordenary variety of Civilization 4 mods). It would add a lot of gameplay time and value to the game and, in my opinion, make it a better deal.
