Question - if I recruit those 2-3%, will those troops be of same quality as the ones receuited in core provinces? Or will they come with some morale penalties?If Japan conquers all of China, they didn´t get the whole 50-65%, but only 2-3% of the original manpower pool, thats a tiny difference.
Extreme measures are for extreme situations, you do not empty your factories of workers or conscript kids, elderly or disabled persons right from the start.
