I was wondering if perhaps the players could have more options when liberating a nation. Perhaps they could be given a choice as to whether this is a liberation where the previous government type is returned to power (or a centerist democratic government if the annexed regime was a belligerant), or a liberation where a puppet state is set up. Would it be possible for the liberator to set up the initial cabinet of the newly recreated state? Also would it be possible for nations to have two types of territories in the revolt file, territories that they must get when liberated and territories that are optional. Then when liberating nations, the liberator could have option of whether or not the newly created state gets its optional territories.
For instance, say the Soviet Union annexes Rumania and Bulgaria. Stalin decides that he wants to give the Bulgarian people independance, for some reason. When creating Bulgaria he'd get the option of whether it would get Dobrugia, or whether that territory would remain soviet occupied.
Anyway, I just got up and I'm probably rambling and not making much sense. I just felt compelled to write this as I think I was dreaming about HOI2 last night. Playing HOI right before bed is probably what did it to me. Anywho, thats me rambling again.
