So, after much screwing around trying to optimize sectors, I've noticed some missing factors in governor traits. You can't boost industrial ooutput, for one thing; either military or civilian industry output is affected solely by level and no trait changes that. I can't think of any good reason why that is, so I suggest we make a trait for it. Mineral and energy production is also simply not covered by any extant traits; pop growth isn't affected at all (and is a central concern of some leaders today, not to mention many players); defence isn't a factor (and that's definitely the purview of some leaders and players in certain situations); the list goes on. I hereby request all posters to drop their desired new trait ideas for all leaders in this thread.
