Some gamebalance suggestions (especially for MP)

It would be nice in a future patch if the land / naval morale boosts for going land / naval were removed. Although in theory a good idea, as it reflects the relevent doctrine, in practice it results in land nations being very bad at naval warfare and can't touch the naval ones, and vice versa. This then tends to polarise games into those specialising in land and those in naval, which generallly means England and Portugal (and to a lesser extent Holland and Sweden) has a much more isolationsit stance in MP games. The increased costs for ships fot land nations and vice versa should still remain (or perhaps even increased to compensate) - but at least they would still get the same quality, even if it was more expensive.

I also think that the ship support be reduced by about 5, as otherwise it makes for killer and very expensive ship stacks otherwsie (especially in MP). Whereas before the new support limit was introduced, you could easily build up your fleet back quickly even during a war, without such prohibitive costs.

Your complaints dont seem legitimate really.....
ships are expensive, yeah they are.
Polarised between land and naval? in 99% of cases thats realistic, ESPECIALLY for England + Holland. EU2 will never be 'balanced' its too historical, asking for balance is like asking for an imaginary square world where people are on 4 equal sides.

IMHO.

That model reminds me one ancient board game, which is balanced from the very beginning :)

And specialization in such a historical game as EU2 is a must, I think.

we can say that naval powers in the oceans play as "white"

Removal morale from land-naval policy is bad idea.
The better solution is extra file called "policies" when you can modify DP - similar to EU3.

The main problem is naval support based on provice tax (1 ducats x 4 = 4 ships). New defines should be implemented in file "defines".

Well, the title says "especially". And as we use one game for SP and MP, we can't disregard effects of proposition on SP.

(white gets komi anyways).

well to make everybody happy, maybe include it in an option so mp games can enable the removal of morale changes when going land or naval

May be the problem is indeed in too decisive impact of the slider on country's efficiency in one of those fields. In that regard, the proposition of Tom09 would be useful to make this transition land/naval more gradual - through number and size of ports and other factors.

It's a pity we don't have National Ideas (or something similar) as in EU3 to shape the nation. However, I like this distinction between land/naval countries EU2 a lot, as in vanilla EU3 the importance of the naval part is neglected (that's corrected in peculiar way in MMP2) and all nations seem to be equally strong in naval matters.

Exporting slider modifiers to moddable file would be another solution, so that everyone could experiment with slider effects (as in EU3).
