This is my first time Fanatic Purifier. see attachment, I have been Transcendence for decades but no idea why there are still a large number of my main species stuck in Latent. It is even possible to use them to colonize. What's worse is that after decades, they are actually growing in number. Since it's Full Citizen I can't assimilate them, what to do now? I have googled but no results.

And something is stranger: There are some Latent pops suddenly have new trait Resilient and they have grown to 63. Also at one point there was a Psionic Cybernetic human out of no where and now there are 12 of them. Why? I have outlawed robot and AI since the start.

I did NOT research the self modification tech.

And some question, by default as Fanatic Purifier, Land Appropriation was set to true which crashed my economy because the pops from my core worlds auto jumped to newly conquered planets with low habitability, which made buildings in core worlds got ruined and consumer goods skyrocketed, is that a bad idea? why was this policy even available?

And default right is Extermination, and it produces only Unity, why is that the default instead of Forced Labor or Food where we can have extra resources for a longer period? Is there any advantage with Extermination?

I read from the internet that Undesirable pops can be resettle for free but I see it still costs me 100 energy, so how to resettle them in the early game to get rid of the low hab planets?
If I don't resettle them do I need to move some human to there to maintain stability?

The Latent trait 'bug' has been there for ages, and it happens when some of your pops aren't 'settled' on one of your planets when you go full psionic, this can be for example if some are in a colony ship on their way to a new planet, or if they are living in another empire. In your case it kinda looks like you lost some of your pops to another empire, perhaps in a war. Even if only temporarily the AI will resettle your pops or the pop growth algorithm will pick your pops to grow on their other planets. Thus they can develop new traits even cybernetics, and when you then capture one of their worlds you get them back now changed.

As for making your people more uniform, you sure you can't assimilate them? (Or is it called awaken for psionics?) I'm fairly sure I have done that for pops who didn't fully awaken their psionic abilities before.

Yes I can't change the citizenship to assimilation because it's my main species, so the transcendance awakening option isn't available. I'm totally stuck seeing my latent people keep growing up.

If you unlock the ability to genetically modify your species you can try apply the awakened templated to the latent ones, fairly sure that works at least even for your main species. Though I also thought you could assimilate your own pops.

At least in 2.2.4 it is possible to assimilate your founding species. I did so in a recent game, but I usually go for genetic modification as it doesn't unemploy all the pops.

This. I'm pretty sure that they didn't intend for this to fix it, but it does. The Alien Box is also bugged with Psionic. If you get a genetic trait after you go Psionic, it doesn't get added to your Psionic pops.

Such a buggy patch...
