That's interesting. It must have been Mexico, since Mongolia and Tuva obviously also didn't participate, and neither did Spain. (Looking into it, it looks like Ireland made a bid to host the '36 Olympics but then didn't send a team??)
Something to do with a dispute surronding rival All-Ireland/Partioned cycling groups that never got resolved before 1936 so Ireland was still suspended when the olympics occurred.

2. The Nazis partly financed the massive expenditures by borrowing money.
3. The Weimar Republic negotiated the end of reparations NOT Hitler.
4. The German government continued paying interests on its debts when those were owed to parties they were not at war with (e.g. the Swiss).

The Socialist Internationale supposedly played in the 1936 Berlin Olympics, although I cannot image whom it was for, since the Soviets didn't go.
If I had to make a guess, I would say that they played it as a friendly gesture to everyone, seeing as the Internationale is an international song. Though it could have been done because the Nazi party was technically speaking a socialist group.

Well, it really depends on what we understand under the term 'socialism'. Here's my suggestion: Socialism is a modern radical ideology tending to advance its ideas through controlling and utilizing the state.
