Some DLC not working

First time playing since the new launcher and started a game as Crimea. Noticed I couldn't drill and didn't have access to the age mechanic but did have access to consorts and government reforms. I figured that was simply a mechanic of being a tribe (I don't own Cossacks and don't want to really). I played about 20 years and decided to save and switch to Ottomans to see if they had access and nope! No age mechanics, estates, drilling, etc. I checked and none of the DLC were uninstalled and on the launcher itself it said all 53 of them were enabled. Why did this mess up? I unticked everyone of them and am redownloading them, here's to seeing if my save in incompatible now...

Update: Uninstalled and redownloaded all 53 DLC and the same problem persists. No drilling, no age mechanics, no schools of Islam for any nation even though Cradle of Civilization and Mandate of Heaven are installed and enabled. Save game is still compatible.

Update: In the launcher, Mare Nostrum, Cradle of Civilization, and Mandate of Heaven are blue boxes while all the other DLC have proper thumbnails.

Please do a full **clean** re-install:

- move any valued save games elsewhere
- "uninstall" in Steam-EU4
- manually delete both the Steam/SteamApps/common/EU4 AND Documents/Paradox/EU4 folders
- re-install game in Steam, run a Steam Verify when done.
- add EU4.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
- start the game with no mods active and test

In particular make sure there are no files or folders left under either the Steam EU4 or Documents EU4 locations, before installing again.

That should do it for you!
