When a province is Booming(lv3 prosperity), it is possible to add an extra slot for it (event ID RIP.11705):
But when there is no more unused baronies, you cannot see "Build a new Holding" like this:

A bunch of fictional names were added to make sure that the additional holding slot from Prosperity would work in the counties. We added them were we knew there were baronies missing, so mostly India and Mongolia. I'll take note of Jämtland and Härjedalen and see if I can't add something for them.
