A few little suggestions to improve the declare war screen:
First, have the accept button on the declare war screen be grayed out, not the declare war button in the diplomatic window, so you can see, what would happen, if you were to declare war, without having to cancel your alliance/transfer trade power/guarantee/whatever else prevents you from declaring war.
Second, have the strength of both sides listed, you can already see them in the statistics and in the war window, so why not make them more accessible by directly listing them in the declare war screen? You could maybe also show the mil tech of every country on both sides and the value that will be used for "relative strength of the alliance".
Finally, if you select one of the enemies as cobelligerent (or the emperor is on the enemy side), also list his allies (and if they would join) in the declare war screen.
