As a monarchy you only have very limited control over your ruler and if you are unlucky, you could fall far behind some others (especially such special governments as the Milanese republic), so I have a few suggestions on how to improve that.
First, you should be able to have multiple heirs. You could then, on the death of your current ruler, decide, who of them is going to rule. One of them should be pre-selected and choosing a different one would cost you legitimacy (maybe have this cost be based on the birth order).
Second, if your stats still don't suffice you, you should be able to hire a personal adviser. The personal adviser should have rather good stats (maybe 4/4/4 +-1). If you hire him, you should use his stats in stead of your king's ones and it should cost you a bit of money, as well as yearly legitimacy.
