Mhhh not very happy about this, will aliances become very static? I think countries should be more willing to become rival/hostile AND friend/allies to create more of an ebb and flow depending on missions and obejctives
There was never any ebb and flow to the AI, it was just a nonsensical juggling act of whether the AI wanted to ally at this given moment or not.

For example playing Austria you will have Hungary constantly break alliance then ask for alliance every year with absolutely 0 change in circumstances between you.

Please increase coring cost and coring time. Otherwise Overextension is neglegible (because coring time is also OE time!) and over expansion is a no brain investment. AE for conquering a non claim provinces malus should also be increased imho (now 15 vs 11 with claim)... Claim time and cost bonus when coring a province should be also more usefull (now is just 10% i believe).

I only occasionally core things. It just isn't worth it right now. For example as Spain I conquered Portugal in 3 wars and never cored any of it, and at the end of the last war I vassalized Portugal and sold them all their cores back. Coring it would have been a complete waste of time.

I might core an OPM I conquer in the HRE but even there it's generally better to vassalize and maybe annex later.

So if you increase coring times and costs... coring would probably rarely done, if ever.

Reducing IA sounds logical to me, since you as the elected Emperor are intervening hostile or at least negatively in the election process...

There needs to be some serious tweaking done to vassals and game balancing of coring provinces. It is far too easy to just feed your vassals all the provinces that you need to core and not have to waste your admin points . Maybe annexing a vassal should cost admin points based on the vassal size? Not sure.

So I guess you're suggesting that an emperor could still game this by calling the "revoke" wars at the start of every reform, thereby getting 60% IA without actually losing any? Clever chap.
