Supplies gather in certain areas, it doesn't really matter as your troops are still supplied.

My IC fall from 124 to 77, even with 2000+ coal in reserve. Some is indeed converted to rubber, but why not enough to sustain the whole industry? And how to force convert coal into oil, if I have to convoy some oversea? (I do possess the basic refineries for convert coal into petrol and petrol into rubber).

Upgrading forts, industry, AA or infrstrusture all lower your total IC while its being done, by 5IC or half the provence output, whatever is lower. Dissent will also lower your IC.
You can't force convert anything, it all happens automaticly.

Why some divisions on attacks are only at 1% effectiveness (org is at 30 or 40 and they are supplied).

Depends what they are doing. For example, attacking a fort/into mountains/accross a river all make attacks less efective, doing a couple of these at once could put you down to 1%.

Why cant I load fighters (in crates) in transport to ferries them to Ethiopa? I have only the option to strat redeploy them, but thats too far away...

You just can't, sorry:( You don't really need fighters against Ethiopa anyway though :)

Why IC build up is so long? Industries soared historically during WW 2 in all countries. The IC of USA and Soviets reached unknown bounds. ?
Is it possible to relocate sovietics industries to the Urals?

TIA.

Game balance reasons I suspect.
There are events for moving the soviet industries.

Hmm, as Italy a lack of rubber would be your biggest problem. I know it convers some but you start out with something like 8 coal -> 1 oil then 4 oil ->1 rubber so you might not have been able to convert enough.

Do you have v1.02? In 1.01 Industry only runs off yours daily income, ignoring your stockpile.

As John says, the ledger is a useful tool, check the bottom line of page 3 to see what your short on (wait 3 days after loading a game for the number to work out).

As for the supplies rellocating by themselves, thats a bit annoying. If for example I loose Tobruk, I suppose that all the supply stockpile is gone, where as if it remained at Tripoli it would still be safe

That is annoying, yes. But look on the bright side, shorter supply lines when you advance! :)

A work around : I send convoys from England to SA, then SA to Egypt? Perhaps it is what you do?
