Well, it's a VIP issue but it's one that has turned people away from VIP.

it is Madagascar. I use the dark orange color setting change to speed up game speed so the colors are slightly different. But it is Madagascar still independent.

EDIT : To clarify, the colorscales.csv file has not been changed for the patch. The color change on Madagascar is due to personal settings on my computer alone.

I think the info in the demand column overstates the demand by a factor of about 10.
