While the improved council and council power mechanics are interesting there's a big problem with constant revolts (particularly in large realms) and very little reason for a player to increase council power. Why not have increased council power reduce the likelihood of vassals to join factions? Historically empowering vassals was a way to give them an outlet besides open revolt. English Parliament and the Diets of the Holy Roman Empire were an attempt to give vassals an outlet for their grievances besides rebellion. In terms of gameplay it would allow large realms to achieve stability only if they empower the council. Having council approval required for every action could help slow down the steamroller of big empires. I feel that this is the effect Paradox was trying to achieve with the conclave expansion.

This sort of is the case.

With the first two council empowerment options vassals on the council cannot join factions when the council is cement. At King level there's a free advisor slot, and at Empire level there's 2. Put your most powerful vassals on the council and they can't join factions and for the most part council empowerment issues aren't an issue for me at all anymore. Especially as I use Viceroys for most of my vassal Kingdoms.

I'm not really against the idea of making council power reduce that factionalism, except of course if you have enacted all the council privileges then there's nothing more to give the council so it sort of already does? Increasing the Council powers is also a way to improve your vassal limit as well (interestingly making it easier to swallow the penalty from a more centralized government haha.

Give the Council War Declaration Powers. This prevents council members from joining factions while the council is content.

Second: Marry your kids to your vassals' kids. They can't faction when they have a NAP with you.
