While the improved council and council power mechanics are interesting there's a big problem with constant revolts (particularly in large realms) and very little reason for a player to increase council power. Why not have increased council power reduce the likelihood of vassals to join factions? Historically empowering vassals was a way to give them an outlet besides open revolt. English Parliament and the Diets of the Holy Roman Empire were an attempt to give vassals an outlet for their grievances besides rebellion. In terms of gameplay it would allow large realms to achieve stability only if they empower the council. Having council approval required for every action could help slow down the steamroller of big empires. I feel that this is the effect Paradox was trying to achieve with the conclave expansion.
