I'm surprised they weren't revisisted with Origins as it's one of the more interesting formables in Africa. The idea set is decent but mostly its saving grace is the synergy with Feudal Theocracy and Religious ideas (extra missionary, missionary strength and tolerance of true faith). I believe the ideas should be buffed and reshuffled to frontload some value. They could do with some economic and tech-related boosts IMO. My suggestion is as follows:
Traditions
-10% Aggressive Expansion Impact
-10% Idea Cost
Wandering Scholars
+1 Missionary
-5% Technology Cost
Qadiriyya*
-0.025 Monthly Autonomy Change
+20% Institution Spread
Fulani Jihads
+10% Morale of Armies
-5 Years of Separatism
Imams and Emirs
+2 Tolerance of the True Faith
+0.5 Yearly Army Tradition
Promote Trade
+15% Trade Efficiency
-10% Development Cost
Community of the Faithful
Max Promoted Cultures +2
The Caliph in Africa
+1 Yearly Prestige
+1% Missionary Strength
Ambition
+10% Goods Produced
The old traditions and ambition as well as fort defense have been removed. All the double ideas might be a bit excessive (though it's very common post-Leviathan) and could always be toned down a bit. The frontloaded tech boosts shouldn't be too outrageous for a West African nation without Feudalism.
* From Wikipedia:
The Sufi community throughout the region proved crucial in the administration of the state. The Tariqa brotherhoods, most notably the Qadiriyya, to which every successive sultan of Sokoto was an adherent, provided a group linking the distinct emirates to the authority of the sultan. Scholars Burnham and Last claim that this Islamic scholarship community provided an "embryonic bureaucracy" which linked the cities throughout the Sokoto state.
