I want an explanation as to why you and all the other Paradrones in this thread vehemently defend DLCdox and what they did with the SoI DLC. As I said before, would it have been okay if in EUIII they removed the ability to play Ming and Japan without modding it before they released Divine Wind?

But joking aside, yes, I do believe that, if you feel a significant portion of the game is not represented in a state adequate for appropriate or enjoyable play, that it is best to just disable it entirely. Playing in Japan without the Sengoku Jidai was analogous to playing Europe without the Reformation; the only reason it was acceptable in my opinion is because it was a fairly trivial part of the world, all things considered, and they had a lot of other really good features to implement ahead of DW.
An entire third of the map being badly represented would have been another thing entirely.
