So i always want to enact the social reforms for eucation and health care as fasr as possible with any country i play.When i play as germany around the time i finish with the political reforms i always start being able to implement all the social reforms.As russia on the other hand i have never gotten the chance to do it.So do i speed things up?

One problem with the education strategy is that you need clergymen and clergymen lower CON, th'ats why there's more chance of revolutionnary bursts in unliterate countries, rather than smooth progression of reforms.

Maybe an obvious point but getting elections quickly will help steer Russia towards reforms, but you have to ancitipate and push "socialist" policies (like planned economy) way before the issue actually appears.

When you grant political reforms do not delay allowing unions, it's usually a reform no pop cares about so it'll infuriate some but having all unions allowed early really helps getting social reforms later, through pushing the issues and gaining socialists in the upper house.

If you want to reform as Russia, you have to game the system a little. Increase MIL as much as possible and push through Union reforms. Nobody cares about these, and they will increase MIL gain for POP's demanding social reforms.

Like El Jojo said, elections can help. Over several elections, the events allow you to increase support for socialist party issues. Hold elections on cooldown. The event spam is a little obnoxious but it's the easiest way to reform as RUS, which has a huge number of states, vast population, low literacy, and a very low-CON, apathetic population.

Clergy reduce CON in the short-term but the higher educated pops will eventually get CON simply from being higher literacy. They'll get better paying jobs too with literacy and pops with more luxury goods also have higher CON.

MIL will also force conservatives to be more willing to pass reforms, so it's not entirely useless in and of itself.

~20 infamy may be a bit high, being under 14 is nice because you can basically add any wargoal if you find yourself in an advantageous position. However, if your goal is to expand, infamy is probably the most valuable resource in the game and every second you stay at 0 is wasted.

Why 20? Does having higher infamy make it go down faster? Would you lose more infamy per month at 20 than at 5? I have not noticed this.

No, it's reduced by fixed amount per year.
Basically you might want to ride near 20 if you are in a hurry to grab land that will become too hot to consider contesting if you wait.
In effect countries that are sphered (or even GP attaining friendly status with them, which is enough to intervene) among the first ones by too powerful GPs to consider attacking.

No, it does not make it go down faster. Although, higher Infamy does give more CON. Having around 20 will allow you to maximize CON and give you enough breathing room to fabricate a claim.

If you want to have high CON growth (which you need to pass reforms, because passing reforms drops CON), the best (and the only?) solution is infamy. After all, you need to inspire your people with the believe that they are the best. 20 isn't really enough to provide fast enough growth to recover CON in 6 months (reform cooldown period). For that you need few hundred. Something like 200-300 work well enough. Of course, this ruins possibility of diplomatic shenanigans, but something as big as Russia hardly needs them anyway.
