It annoyed me that all the minor nations basically had to research and manufacture everything themselves. I would opt for the ability to PURCHASE arms and equipment from other nations. Of course, the system would require some sort of limitations so that exploitation would be harder to do.

I suggest a limitation based on countrysize and manpower, and probably tied to amounts of free resources as well. A formula could calculate an upper limit to the amount of each unit possible to purchase, so that Cuba doesn't end up with an armada rivaling the Royal Navy.

Exchange of technology between allies should also be a lot more automatic, and not tied to random diplomtic options.

What is also needed for minors is getting obsolete weapons from majors
(i.e. tanks and planes). This could go through upgrade option for
major nations. The option might not be available for all upgrades
(fitting a bigger cannon on the PzIV) or the major nation can decide to
keep all of it and increase supply or resources.

Trade perhaps?

Germany trades a few of its PZIII & PZIV to Rumania for oils and supplies?

The US gives England a bunch of destoyers in exhance for change of ownership of some minor islands?

Sweden gives Germany supplies of steel in exhange of not being invaded? ;)

Perhaps have a more developed world market mechanism a la Victoria that would allow for the sale of various weapons as well. Something more complex than the basic 4 commodity system at least would be nice, though given all the problems with the world market engine in Victoria should not be too complicated.

well if production has a vic slant to it, i am sure it will be very possible to trade around weapons. if not at least if we have a trade function, perhaps if you include say a tank division plus 2 destroyers for 5k steel or whatever, then the recieving side gets the weps and loses x manpower while the sending side gets back y manpower.

the receiving weps side should have to let the units sit in pool for a few weeks without it costing resources while the peoples train

I used to do this in Civilization II. There was an option to give your ally troops. So I would give my ally a lot of my outdated troops when I was upgrading my army. It helped out a lot. I think this would be a good idea.

Arms trade could be as simple as selling divisions to another country. Except that seller do not use any manpower with this division. Another country get unit, but it is not able to build more of them.

Edit: Giving old units make absolutely sense. USA helped UK and gived over 50 old destroyers to them in 1940 (or 41). And Germany and many other countries helped Finland by giving old weapons.

Not to mention that the navies of Turkey, Japan, Chile, and others (including, debatably, Greece) contained Battleships or Battlecruisers purchased from foreign powers. It'd be a nice feature, to be sure.

What if it wasnt so much unit purchasing, but something else. Like countries could give units to countries, like expeditionary forces, but more permanent. Now, instead of disbanding all of those worthless calvary, outdated battleships, and generally useless military hardware you have sitting around, you could strengthen your allies. Naturally you would get some manpower back from this so its like disbanding...

It seems like that might be a good fall-back system, if money wasn't implemented. Personally, I'm hoping that it is. <crosses fingers>

Could be done

Giving divisions to foreign countries should restore MP to your pool and deduct manpower from theirs (maybe lose 1 MP to "technical advisors"). Should also be a way to send all those obsolete and upgraded tanks and planes to people who need them - or keep them in reserve in case you do.

important thing about weapons trade though is there really should be a small downtime between when they are sent and when the reciever can use them. call it whatever you want but the US didnt say here is 50 destroyers and a day later they were all patrolling with uk crews :p
