Doesnt really matter for me, I'll be in school until 19:00~ or so...
Plus I generally don't update until .1 which usually comes the same week

So let's see, here in Hawaii at UTC – 10, that'd put it at about…6 AM HST, I think…nicely in time for me to buy it before leaving for work, and have it downloaded and ready to play when I get back.
You should all consider yourselves lucky, I'm in Australia and have no idea what's going on.

If you type 15:00 CET into Google, it should tell you what time that is where you live.
