So why HM government doesn't provide some immigration bonus?

By that logic any government that was formerly a monarchy shouldn't get any bonus. Otherwise a Comte de Chambord could be offered the throne.

There is no reason why HMs should get a bonus. At least i see absolutely no historical reason for that.

Instead people were leaving HMs in europe for America or colonies.

Partially it's a kind of a propaganda thing. 'Come live here, where the common man gets a voice!' etc. In the HMs the power is still perceived to be in the hands of the aristocracy.
