Proclaiming yourself the dictator of what ever is probably rarely a popular decision. On the other hand, while people might be angry, they likely aren't gonna show it if you have the power to proclaim that uncontested.

So probably gameplay should have the say. At that point in the game, throwing semi arbitrary speed bumps at the player is just annoying.

Revolt against centralisation as a last ditch effort? The napoleonic kingdom of sicily revolted to keep his crown after he saw which way the wind was blowing, and the German states swapped sides halfway through a battle
The greeks under Alexander were chill for a time, so were the Persians. Genghis Khan subjects aren't exactly remember for taking up arms against the guy while he was still alive.

I point this out because the text for when you become Hegemon directly mentions both of them and how your legacy shall surpass theirs.

It has not been concerned this is WAI or not, but this probably isn't. Clear oversight.
If that was the case, wouldn't it have been addressed in a hotfix already? I imagine an oversight like this would be easy to spot and easy to fix.

Hence why subject's liberty desire increases if your army gets wiped and their relative strength to you increases.

But this is not what happened:

Sicily: "Hey, Napoleon."
Napoleon: "Oui?"
Sicily: "You have the strongest army in the world."
Napoleon: "Oui."
Sicily: "Fu*k you."

We are playing a game where the AI keeps building coastal forts in every single province and declares wars while 16 000 gold in debt. No, it wouldn't be already fixed.

It's probably a waste of money to playtest anything after 1650. Likely OP is the first player to reach that far since the release of 1.30 ;)
There's diminishing returns the later into the game you get, but the more there is the more will play later, especially if we get less free things and more things that give AE

The thing is, even if you wanted, you usually can't ignore vassals as a hegemony, thanks to colonial nations. Really fun when they all start at - 100 when they form.
