I'd reckon that sometimes the randomly chosen factory happens to be unavailable at the moment the event fires. Unsure how to fix that.
Hmm I'm not sure about it. At first I thought it was an old leftover from Pre-Revolutions, but then again I think that is specifically a VIP:R event. I think the event may trigger a flag of some sort. Perhaps it grants some benefit to capitalists/construction?
I believe that event is somewhat bugged (especially in connection with VIP, which changes around the factories), and sometimes does not work correctly.
I believe the events may be down to the trigger conditions. For instance, the trigger conditions are a result of having certain inventions, whereas they should be a result of having the technology which activates that factory type. This would remove this bug.
The events are found in the "...\scenarios\VIPscen\events\vanilla\economic_events.txt" file. The one in your example is a medium factory trying to be built.

Hmm. Well, I have the tech to build any of the medium factories there. In any case, I choose to not pay.
Is not that big. I only control Colombia, Panama, Ecuador,Peru,Chile, Bolivia, some Argentinian provinces, like 6 Chinese provinces, and a couple of islands in the pacific that I colonized. I want to finish off Argentina and then Brazil, which recently went mad building lvl 3 forts in their provinces.That's biggest Venezuela I ever seen
My bb is like 150, and for some reason Britain hasn't attacked me. Though I have kept relations at 190+ all the time and they have been fairly busy fighting many wars
Well it makes no sense that you cannot gain the factory then. I'll look into it sometime in the not-too-distant future.
