Sunset Invasion was done in the devs' free time and does not really make up part of PDS's overall strategy for the game. In fact, people are unhappy with SI because it is inconsistent with the rest of the game. However, an official response would be good to clarify the devs' intentions.
Superpowerful Aztecs is no more inconsistent with the game than Zunist empires are.
Zunism actually had a reasonable presence on the game map, unlike Hellenics or Aztecs. There is only one Hellenic county in 769 (put in to pander to fans), while there is ~5 Zunist counties (all historical). Even then, I think Zunism is unnecessary, and the counties and rulers following it should be Hindu.

Ah, my bad. I meant the 13th Century. Sorry for any confusion. Though actually, in looking up a link for that it reminded me that Frederick II was an Epicurean, too. So there should be a Hellenic HRE from 1220 to 1250, again to be consistent with Messalians, Cathars, and legendary figures like Ragnarr Lothbrok.
