And I'm not saying converting pops to soldiers should be possible on as large a scale as the ruler wants. And it should be expensive, too. In any case, other restrictions are possible that simply making it completely impossible.
Total control who you draft into army is not ahistoric, opposite it is historic. There were always professions which were very valuable in the time of war - thus were not drafted (or drafted as last). Also, draft was often 'targeted' against specific cultural/professional/religion groups.

I belive you do. However what I do not belive is that any decision system will allow me to target specific POP. And I do think it should be an option, at least for non democratic coutries (perhaps with other limitations). Ok, nevermind, I'll wait for DD.
Please tell me that you are talking about reserve pools being dependent on mobilisation structures/decisions/technologies - eg, radical governments can make use of levee en masse while conservative autocracies have to wait for the likes of von Roon's Landwehr. After all the latter did mobilise a million men in 1870...
