If you were 2 per month you would do 2.5 per month.
If you were 4 per month you would do 5 per month.

Really good for reducing aggressive expansion quicker.

Wait does it function similar to "Better Relations over time?" adviser?

So if you have -60 Relations with someone and yearly decay of 2 does it become 2.5 than?

Yeah works exactly the same and stacks so with both it's almost -5 aggressive expansion per year.

bleh just tested it using console commands in a separate game, it just increases the speed of improve relations and does not function like better relations over time to past actions. An aggressive expansion decay of 1.9 will remain 1.9 after picking up Benign Diplomats. However picking up Benign Diplomats prior to the war the decay will be 2.3

edit did another test to factor out prestige with insults so I didn't have to go to war. It's Insult 5.1 decay with or without Benign Diplomats regardless of when it was picked up.
