I usually just rapidly increase and decrease (before the end of the month) my land maintenance slider and watch my neighbors and get nervous and do the same.
I update my long term plan for territorial acquisitions for myself and my allies including list of potential short term war targets, their allies, their rivals and the maximum manpower of their prospective alliances.
I watch the nearby AIs fighting wars, monitor their territorial gains and losses, and consider whether intervening would be beneficial to me.
I keep an eye on the Disputed Successions list to see if I want to fire off a quick royal marriage or claim throne somewhere.
I build buildings, shuffle merchants around, send out my colonists, upgrade my ships, rebuild my armies if I had to consolidate them in the last war.
Rearrange my diplomats, fabricate some claims for my next wars, look around for nations willing to be diplovassalized, check expire times on my claims and random cores that I want to release/feed.
Buy off all the prospective cardinals with the massive stockpile of papal influence I gained during the war.
Pray for any heir with more than one 3 in his stats.

Peacetime? Wass is das? There is no peacetime in EUIV. It's not set up to consider such a thing possible.
Oh, you mean Manpower Recovery Mode. I gotcha. Yeah well, during Manpower Recovery Mode I try to build up my income with buildings and ships so I can finance the next war and look out for chances to diplo annex. Then when Manpower Recovery Mode ends, I look for more trouble to get into.
You are obviously at peace way too often. Only one of the things you mentioned require you to actually be at peace. (OK one of them doesn't technically require you to be at peace but it really helps, but that's still only two of them.)Build shit. Diplovassalize/diploannex, maintain relationships (build enforce peace opportunities), secure alliances and diplomacy in general. Convert provinces (cultural too if worth and I have spare dip), send a few random guarantees and warnings to piss some neighbors off, reevaluating rivals, support rebels or subsidize my rival's enemies and watch around for enforce peace opportunities.
Oh yeah, and colonizing.
