Yes it is really silly (to put it midly), huge factor of german loss on the east front was due to lack of oil/supplies (mainly because of horrible infrastructure/mud/partisans), yet that will play no role in HoI 4 ?

Well it does play a role. To produce tanks you need oil. If you are fighting a lot the divisions will lose tanks, these needs to be replaced. If you at this point have no steady flow of oil....well. Good luck fighting with under-strength divisions!

If you're on a winning spree, pushing a hundred kilometer each day with minimal losses, you actually consumes almost no oil! On the other hand, if you're grinding along a static line, your oil consumption skyrockets…

The system assumes all ships will survive the same amount of time (hence consume the same quantity of oil). In reality this is stupid, and doesn't make sense. If you're efficient and don't lose too many units, you won't have to worry about oil very much.

You pay for a ship's oil cost up front.

Imagine two ships. Ship X and Ship Y. They both cost 10 oil to make (using simple numbers here).

Ship X goes into combat 5 weeks after being built and is destroyed. Ship Y on the other hand goes 5 years before being destroyed.

While Ship Y survived many, many, many times longer than Ship X, they both still costed the same exact amount of oil to make and operate. That makes no sense.

I was reading HOI4 wiki, from what i've understand:

Once ships are built, they don't consume anymore resources to serve as maintenance fees. Is it true?
They dont consume strategic resources after being built, no. They do however consume supplies and alot of manpower (maintanance/ground crews etc). Naval bases and airbases have a limited capacity, reflecting how well the bases can supply the planes/ships with supplies and maintain them.

We are not having another oil discussion here btw, since we got a massive mega-thread for that already. So please keep it clean.

Im pretty sure naval action is also affected by supply. I may be wrong but from what ive seen naval sectors have a supply value as well...

Of course it will play a role. It works like this:

  • You create 1800 Panzer IVs for your armored corp. This costs oil.
  • Every time those panzers fight, they take some attrition in the form of losses
  • every time those panzers are in bad weather they take attrition (more when fighting/moving, i believe)
  • every time those panzers move through rough terrain, they take attrition
  • Even if you have the correct amount of oil and are producing lots of replacements, if the supply situation is poor (low infrrastructure on the eastern front due to partisans/mud), the replacements can't reach the divisions on the front, and they will suffer combat penalties for not having full equipment *and* for being low on supplies.
If you do not have panzers rolling off the assembly line (costing you oil) to function as replacements for the attrition, then that unit will have penalties to it's combat capability. Therefore: Panzers moving/fighting/being in bad weather/terrain when you have no/little oil means they will progressively get worse over time, because you are not able to replace them fast enough.

Mechanically it's the same thing, even if it's not exactly modeled as fuel was. No oil = your panzers to worse over time. Plenty of oil = you have plenty of replacements = no major penalty.

For ships though, it does breakdown somewhat. However, I expect with the outcry that has so far been seen, we will likely see something done about this in an expansion.
