So, if you grab up a country' land and then wait a while and release them, they have the same tech level. I originally noticed this when I released a country something like 100 years after taking them they had the same tech level. However, if they're created as a vassal in a short period of time, they get their old (bad) tech levels.

Does anyone know how long you need to wait to release provinces into a vassal to get them the same tech levels as your country's?

If it was 100 years after conquering, presumably you also cored the land? It may be that there is no set time length, but a difference between vassals released from uncored land vs vassals released after coring the land (which, you wouldn't normally do in most situations anyway).

I did core the land. I don't think this is sufficient though. I think there is essentially a kind of "reset time" involved as well. If you release them too quickly they still hate you from AE and such. But wait a length of time, not sure how long, and release them and they love you and have the same tec.

I just am not sure how long. If it was simple as coring them, then sure, I would do that (I already have).

I gave it a try. Looks like you were correct (yay - and phew, I just clicked the button and let 'er rip :D )

So coring, they got the same tec and they love me (well as compared to -187 before). So they're quite useful now :)
