This upcoming Flavor pack focuses on the struggles for power in the lands between the Euphrates and the Indus as the power of the Abbasid Caliphate starts to fade. New government and religious forms are introduced to highlight the history and culture of this dynamic region.
The new government type that's mentioned on Steam could be the old Persian empire system with satrapies. Also, struggle is literally mentioned in the description. The region is ripe for a struggle, which I can see them expanding on here, due to their being several groups involved: The Abbasid caliphate trying to hold onto power, those wanting to make the caliph their puppet like many did at the time, Turkic migrations, and of course Zoroastrians against Muslims.

Highly doubtful, though it feels very strongly like they're gearing up for a Crusades rework (some scuttlebut from the devs talking about making Crusades more narrative-focused, the presumed Clan government changes, the fact that the First Crusade heavily involved the Byzantines and the fact that Pardox nerds yell louder and louder the longer the devs go without major Byzantine changes), so I expect the next update will be a Crusades-focused one which will undoubtedly touch up the Levant.
I agree that they will include Crusades in a Huge Religion Major pack where they are going to overhaul the religion system to be deeper and more interesting.

I think that they will no longer focus on fix cultures or smaller realms in Flavour Packs. As CK3 is either nearing or already being in the middle of their life cycle I am sure that they will tackle the realms more in an empire/larger realm basis like:

Flavour Pack for Britannia with both Brythonic and Anglo-Saxon/English updates.
Flavour Pack for Mali
Flavour Pack for the Slavs/Slavic Realms
Flavour Pack for Abyssinia and Ajuuran
Flavour Pack for Tibet
Flavour Pack for Arabia (with both overhauls for the Arabs and Crusader States)

And so on.

So that they will eventually have most of the territory overhauled before the end of the lifecycle.

It’s odd to me that some view CK3 as at or near the middle of its development. I consider it near the beginning, and if I had to guess at its lifespan, would guess around a decade or so. I believe they built this game to last. It was designed to developed over a long period!

I hope Turks will be given something in this Flavor Pack. There is no way to simulate the history of Persia and other Islam empires without Turkic warlords.

Edit: At least I expect the Seljuk doomstack in CK2 may be back.

My guess is also that it will be around ten years. Maybe eleven or twelve thanks to the delays of RC. But with this year CK3 will have its four-year anniversery, and even with the 12 year estimate we are slowly entering the middle of the life span. My take was 0-4 early, 5-8 middle and 9-12 late development stage for the longest possible development. But yeah, with the overhauls it currently has it is probably one of the longest living games that PDX will have.

I said it before and I’ll say it again. I LOVED the Struggle, but it needs to stay in Iberia and ensure other regions will get their own, varied mechanics.
I agree that the Iberian Struggle should stay in Iberia, but the Struggle system they built is super flexible and be can be used to represent all sorts of turmoil around the world. I don't know if they should/will use the struggle system here, but it definitely shouldn't just be limited to Iberia.

on a serious note though, the mention of the euphrates has me excited, Iraq/Levant is the area I spent most of my time in. Maybe the update will distinguish Persia from the broader Middle East too, it'll be interesting if there are new mechanics tied tot he region.

Am I the only one finding the DLC title a bit weak? Like I know it's a practical title but perhaps too direct and simple?

I liked Northern Lords and Fate of Iberia way more
From the title it does sound like they might be focusing on Persia's past with things like mechanics for a Zoroastrian revival. I do think it's legit to have space for things like that, but I do hope they don't go full-bore Achaemenid revivalism. I learned only recently that the Shahnama has so little coverage of the Achaemenid (and Seleucid and Parthian) periods because they really had been lost to historical memory in medieval Iran, and the specific ancient Greek texts giving information on the Persian empire hadn't been translated into Arabic or Persian.

On the other hand, there are lots of interesting cultural and historical developments that are unique to medieval Persia, and I hope the pack does give them their due. Perhaps some focused mechanics on Persianate acculturation of Turkic conquerers that could build on the existing hybridization and court language mechanics? Some sort of system for patronizing great poets and collecting manuscripts?

Disappointed it's the only one we're getting this year though. Thought it'd be at least two. Couldn't care less about event packs.

So long as they touch on the Turkic migrations and deal with the Seljuk blob, I will be very happy. With Conclave-esque mechanics, more childhood and ward events, a touch-up of the Persian region, and, hopefully, a Byzantine/Crusade pack coming up next year, this game may very well fulfill all its original expectations and go beyond, but I will keep a level head for now.

I said it before and I’ll say it again. I LOVED the Struggle, but it needs to stay in Iberia and ensure other regions will get their own, varied mechanics.

...what, specifically, do you think the Struggle system is as a mechanic other than a framework to allow modular substitutions of mechanics of dynamic rule changes over time tailored to a region?

A Person struggle is not just going to be Opportunity/Hostility or Compromise/Reconciliation. It would be introducing its own phases, with their own rule sets and own transition critieria. You can see the Struggle system's flexibility with the RICE mod's North Atlantic flavor pack, where Greenland colonization is modeled not by expanding the map, but by a Struggle system of Settlement/Integration/Marginalization/Subsistence.

Saying the Struggle mechanic should stay in Iberia is like saying the religion system needs to stay limited to Catholics.. It's a mechanical architecture, not the specific mechanics used for a specific example.

Yeah no, just because modders have changed the struggle parameters to mimic other time-based changes doesn’t mean that’s what the Ck3 team should do. They did say they could consider adding more struggles in the future but had no plans for it, meaning it was formulated first and foremost as something for Iberia, and that’s how it should stay, as the mechanic that sets Iberia apart, something that gives players a reason to chose Iberia as a region over others.

Comments made by the devs have shown us that they (thank God) are moving away from overmodularity. The Hajj will no longer be just like any other pilgrimage with some Muslim flavor. Comments made about the future of Crusades have told us that they will no longer be the same as any other GHW. Modularity is okay for a base, I guess, but as the game develops it should also develop more and more unique mechanics to capture the uniqueness of history along different human regions.

I don’t want a “struggle for the Baltic”, I want a unique and fully fleshed out Northern Crusade system. I don’t want a “struggle for Persia”, I want mechanics that better model Turkic migrations and intra-Islamic relations.
