They didn`t said anything about pre order 
(if only the transmission was better ) . So I guess we`re not able to get the game this week ...

they actually teased that they will announce or even open pre-orders next week. They obviously want to leave atleast some space between the Stellaris launch and HoI IV pre-orders.They didn`t said anything about pre order
