Strictly speaking, even adding provinces does not necessarily break saves. It can result in oddities like the new provinces being assigned to random countries or being left empty.
I hope the real reason for locking map changes is that they are working on EU5 and want to use the same base map for final EU4 DLC and EU5 1.1.
Yeah, it's most likely used as an excuse, because they don't want to spend too much resources on EUIV anymore. They just want to polish it like CK2 before they completely move on to EUV. Also, I think that EUV will most likely have a new generation map, like the one we can see for Victoria 3 and CK3.

I think so, but the thing is idk what the devs would allow for suggestions. Because my next suggestion thread involves changing trade goods, repurposing wastelands as regular provinces, and changing areas.
Well, it's not like you're forbidden to make any kind of map suggestions, just go for it. Maybe they can use something for EUV, if they can't add it to EUIV.
Changing trade goods, even making new ones, surely shouldn't be a problem. It shouldn't affect the performance. After all, they changed the terrain for some Somalian provinces in 1.32. So that kind of map changes and even province swapping should be fine, I think.
