Prestige +1 used to be trash tier, but not since El Dorado. Keeping that high w/o things adding to it is possible, but a real pain and not super consistent.

While they are a bit weak, saying that a +1 prestige idea is weak is not true. It means you will average about 10-20 prestige higher tjan those without it.
Inflation reduction and combat ability sucks though, so bavaria amongst others will be tweaked.
If Bavaria got too much of a buff, it would become blobvaria.

that's +3 missionary strengh against heretic in the fourth idea slot ? Wow the tradition is still very meh but the idea and ambition got quite the buff indeed.
Even reduced build cost would be preferable. Bavaria should be one of those "tall empires" we keep hearing about, not a blob.
