If you want to form the HRE, you can use the same method as mentioned in the recent thread about the subject.
If you haven't seen it yet, I have a let's play on it which is usable for Swabia too I guess.

But we need more information to be able to answer more specifically.

That Empires so consolidated it's probably not worth it if cores have disappeared. If they haven't, just beat on all other HRE countries and make them spit out others. Should rack up the IA pretty fast.
