but lo and behold! I cannot declare war on them until March 1421. So Fatih calls the best of his advisers to invent a time machine, but I thought maybe an answer could be had from the forum.

Someone had a similar problem a while ago and solved it with some save-file editing. Take a look at the posts that are further down the list.

Save and reload - this is a bug that has been around since EU 1 but is easily corrected by saving and reloading. God knows why it happens but happens about once every 5-6 GC games for me. Guess the fix priority is not high for Paradox understandably.

Actually that message is shown when you can't declare war, no matter what reason thats not explicitly listed.

In earlier patches there was no message for military access stopping it.
