So, er, what is 'Operation Skill' exactly?

I don't understand how Operation Skill/Hostile Operation Difficulty corresponds with Codebreaking/Encryption - respectively.

According to the Stellaris Wiki:
"The difficulty of an operation is affected by the infiltrating empire's codebreaking against the infiltrated empire's encryption."

How then is Operation Skill any different to Codebreaking or Encryption?

Does this score serve to lower the base difficulty? If so then that seems to be exactly the same thing Codebreaking/Encryption do.

I ask because the Subterfuge tree doesn't make sense without understanding the difference between Skill and Code/Enc.

Could somebody explain this to me please? Thank you.
