Is there an ETA for release date of this 'free patch' as it was called? Or was it all just a hot air balloon?

I am pretty sure they said it would be a free upgrade and NOT something that came with a paid expansion.

All patches are free. The next expansion will be released in tandem with a patch, like every other expansion up to this point.

The free patch always comes just prior to dlc, like minutes or hours prior.

Someone restated last year's release timings which was helpful. Their guess was not close to Christmas so either November/early December or January.
The game is kind of screwed up for me atm, as in, "there's this better thing coming, why bother with what you already have" sort of way whenever they do this sort of thing. Art of War made 1.7 feel rather pointless until they finally released it. I'm struggling a bit with that same feeling because of the announcement of TC. In some ways it would be better to keep the whole thing a secret, a.k.a. knowledge sometimes is not power and sometimes ignorance is bliss

It will be released right before Paradox goes on a six-week Christmas break, thereby enabling the community to test the patch so they can have a worklog of fixes to not implement once they return to the office.

Like this guy said, coloured wasteland has always been available in the defines.lua.
