Steam switched from 20 hours to 19 hours at 17:00 ADT (Atlantic Daylight-Savings Time). Just a moment ago. So looks like 12 noon for me.

Unlock time is 17:00 CET. When I looked at 21:00 CET in the Steam store it said: "This game will unlock in approximately 19 hours". 21:00 CET + 19 hours = 17:00 CET

Just changed over to 16 hours at 20:00 ADT. Still putting it 12:00 noon ADT. That should put it at 10:00 am North American Central Daylight-Savings Time. More than five hours to go.
