Breslau and Constantinople are the two provinces in the game with the highest base manpower (10,000). Is there a reason for this? I can sort of understand Constantinople...but is there a historic reference for Breslau's insane manpower? If I remember correctly it also had very high manpower in EU3

As a person born and raised in this city - YEAH! :)

Breslau was a big city then. But probably not that big. According to polish wikipedia site it had 19,000 inhabitants in 1439.

It's a sneaky way to stop Prussia from expanding into Poland, as with such a high manpower, you'll want your march there and thus keep the border here. Well, it could also be an incentive not to conquer Bohemia but you shouldn't be complaining that much.
Oh and I'm not sure people have gotten that memo about not stomping Poland either, well, what can you do really? :p
