I'm afraid it's not as interesting a story as you might think. I had a copy of the manga sitting on my desk at work for awhile.
It's published by Kadokawa Shoten, a manga publisher out of Tokyo and Fujimi. It's one in a series of historic manga, written for Japense high school students. This one is a biolgraphy of Lord Oda Nobunaga. It's ... interesting.
The reason I ended up with a copy (briefly) is because I was writing a paper of manga artists. The cover art was done by Kazuma Kaneko, a fantastic Japanese artist whose work includes the art for several game titles including Devil Summoner, Persona 2 and Megami Tensai. I no longer have that copy but this thread immediately brought that cover to mind.
Despite my reference, the manga in no way makes Lord Nobunaga out to be a vampire - but the moment I saw that cover I couldn't help but smile and think, "That is so Kazuma Kaneko."
I think it's interesting how the cape on the cover closely resembles the cape in the book (the gift from Luis Frois) referenced by @chatnoir17 in post 16 of this thread.
